Does Meraki APs optimize between 2.4ghz and 5ghz for the same client on the same SSID? For example, while approaching an AP, could a mobile client be connected on 2.4Ghz first then switched to 5Ghz seemlessly and vice versa? (since 2.4ghz might have longer range than 5ghz)

It's a client device decision, but band steering can help.

https://documentation.meraki.com/MR/Radio_Settings/Band_Steering

The best thing to do is create a 5 GHz only network. That way clients capable of using 5 GHz can only use 5 GHz.

I'd keep 2.4 GHz for IoT devices only (things that don't need to use real-time applications)
