The rule of thumb is if you are upgrading and there is an ER image that is also in the same download section, you need to upload both. Don't know too much about the 7.1, but there is a migration from WCS to NCS which is around $2000.00 while they still have that available. When that offer is done, it will be a full price purchase for NCS.
