Enable WLC/AP Public Safety

In the WLC command of "sh ap config general <AP name>" on the 2nd page of the output, what is "Public Safety" function and how do I enable this?

This is for public safety in which it can support wireless in the 4.9GHz frequency. This is a licensed frequency and only can be used by organizations who deal in public safety. You can look at this link for the 1520 MESH AP for clarity:
