What is the Firmware of the two WLC?

If v3.x/4.x/5.x (before 5.2), try the following commands from the WLC:

config ap primary-base <WLC1_NAME> <AP_NAME> <WLC1_MANAGEMENT_IP_ADDRESS></WLC1_MANAGEMENT_IP_ADDRESS></AP_NAME></WLC1_NAME>

config ap secondary-base <WLC2_NAME> <AP_NAME> <WLC2_MANAGEMENT_IP_ADDRESS></WLC2_MANAGEMENT_IP_ADDRESS></AP_NAME></WLC2_NAME>

This forces the AP to "point" to the primary/secondary WLC immediately after bootup.

If your Firmware is 5.2, then use the command:

config advanced backup-controller primary <WLC1_NAME> <WLC1_MANAGEMENT_IP_ADDR></WLC1_MANAGEMENT_IP_ADDR></WLC1_NAME>

config advanced backup-controller secondary <WLC2_NAME> <WLC2_MANAGEMENT_IP_ADDR></WLC2_MANAGEMENT_IP_ADDR></WLC2_NAME>

Does this help?
