I read the docs again. Hybrid mode works starting with version 8.0.
I found a good link explaining the different scenarios:
https://community.cisco.com/t5/wireless-and-mobility/802-11r-can-same-wlan-be-used-for-802-11r-capable-and-non/td-p/3214096

Hi everyone，

i know 802.11r is a ieee standard，and it is used to fast transition.

I have a issue about what clients can support it. I can find the apple device can support it after ios 6. I did not find any info about Windows and Android，and whether ap1142 support it？Do you know about this？

thanks

For Intel Wi-Fi adapter based clients check this site: https://www.intel.com/content/www/us/en/support/articles/000021562/network-and-i-o/wireless-networking.html
Please note, 802.11r is known to create all kinds of problems, so it's often disabled, or in Adaptive mode. Also make sure to update all clients Wi-Fi adapter driver.
Do NOT enable it as required. If you do this, your not 802.11r capable clients can't anymore connect to the SSID.
You require at least software version 8.0 on the AP site. If you have a WLC, I suggest to have at least 8.3. Please note, the 1142 APs are not anymore supported in 8.4 or newer.
See here more details about configuration and restrictions:
https://www.cisco.com/c/en/us/td/docs/wireless/controller/technotes/80211r-ft/b-80211r-dg.html

No, I think 8.0 is the minimum, but with restrictions. I would not use it before 8.3.
But whether the 7.6&8.0 all support 802.11r mixed mode，so the client can associate to ssid，just only that client which do not support 802.11r cannot fast transition when it roaming？Is it right？

You are best off to test! The reason why, is that manufacture implement features differently. You can get all your devices that support it to work and then others new device would have trouble. Yes there is mixed mode, but again, it may not work 100%.
