UCCX uses CUCM CTI to affect its call-control functionality - it happens to use the JTAPI library on the UCCX 'client' side.

TAPI-based applications can connect to the same CUCM and control/monitor the same devices as UCCX simultaneously, with some caveats: mainly that UCCX is not designed or tested to deal with external applications controlling devices that UCCX controls - the UCCX team does not support such scenarios; 3rd party apps should not attempt to actively control devices under the control of UCCX, but may passively monitor such devices, or issue call control requests for non-UCCX-controlled devices on the system.
