According to our resident guru, @npetrele:

"You don't need Java or AXL to upload music on hold files. Here's all you need to know about Music On Hold, how to upload files, what file format you need, etc."

There is no AXL function for actually uploading the file contents to UCM, you must use the CUCM web admin (per alexstev's link). However, once the file is uploaded, you can use AXL to manage the configurations associated with that file.
