Is the old and familiar https://sandboxapicdc.cisco.com/ no longer available
I have referred colleagues to that resource for several years
One such colleague is saying it is not reachable.
I tried and indeed it is gone - i had connected a few weeks ago.

The AO sandboxes (all) are currently under review internally.
For now — you will need to set up a reservation for a "reservable" sandbox.
