Ok so I have a two instance environment where the router at our warehouse will get the base config from the first APIC-EM instance at router power up. This config will be the bare basics of being able to reach the second APIC-EM instance in our Data Center. The second instance will have the rest of the necessary config that can't be shipped to the site. Is this something that is possible? Will the CPE onsite still use PnP to get its full config or is it a different process?

This will not work. Once any trails of config is presented on the network device it will not try to locate controller.

APIC-EM does not offer day 2 configuration management.
