Open DNS Showing OPS at welcome page even after configuring in client level

It was working before. But I haven't noticed from when it is not working. May be from the last month, after changing my ISP.

I'm trying to figure this out for few days.
Open DNS is set to my Router (Tplink WR-840n), in both Network>WAN and DHCP. Previously only using DNS in WAN was working nice. But after noticing, I set it to DHCP (Even though I'm out of DHCP). Even not working after setting DNS on client level, (My PC, mobile), no where working.
Even though it is not only working in my PC, but also the whole network, still I tried in my PC:

Flashed DNS cache
Reset Network Interface
Uninstall-reinstall Network Driver
Turned on DHCP on PC, mobile to use Router Level DNS
Reboot the router
Disabled IPv6 in both router (upgraded firmware Build 170421 has disabled IPv6 option), And in PC. (Network properties> uncheck IPv6)
-- No hope.

Then you reset the DHCP side configuration again.

I'll tell you: your ISP redirects your DNS traffic to their own DNS service. You may be able to circumvent this by using https://dnscrypt.org/

I would better contact with my ISP about that. If they don't let me use custom DNS (90% sure they wouldn't), I would have to move to another ISP. Thank you for your reply.

This is indeed your other option, to contact your ISP for discussing the topic. Most other people having had this problem didn't want to or could not move away from their current ISP for several reasons.
