After restarting the Cisco AnyConnect services, the is resolved for some users and upon restarting the PC the issue is recurring. This looks like a work around for this issue.
Not a new implementation, the setup has been working fine before and no changes has been done.
It happened to me every time after the Windows system updated. My solution is to uninstall everything about Cisco AnyConnect, and then re-install it. It works just fine so far.
