Is the C9600 series switch a Layer 4 switch, or what functions are required to define a switch as a Layer 4 switch?

Can the following prove that it is a Layer 4 switch or has Layer 4 switching capabilities?

The Cisco Catalyst 9600 series is primarily a Layer 3 modular core switch, but it does have some Layer 4 capabilities. It supports Layer 2, Layer 3, and some Layer 4 functionalities, including:

• Layer 2 switching: VLANs, STP, EtherChannel
• Layer 3 routing: OSPF, EIGRP, BGP, VRF
• Layer 4 features: Access Control Lists (ACLs) based on TCP/UDP ports .etc

The above content only shows that it may support some L4 functions.
