I don't think you will see this module unless you actually have an active WxCC subscription on the org.
Although that might be a useful marketing tool to make the section available to all control hub users so they are aware of the product existence, and maybe have it have a sort of marketing screen of information about what you get with it should you decide to purchase and add it.
But the flip side is cluttering up the management interface with things they can't actually use, so maybe have it there but with an option to hide unused menus or something like that, not sure what the best approach would be.
