it was stated that During Covid-19 there is not time duration limitation 

but with a free user I get this message after 45 minutes

If you created your free Webex account before June 1, 2020, then you can host meetings with an unlimited duration until July 1, 2020. As of July 1, 2020, everyone with a free Webex account can schedule meetings that last up to 50 minutes.
