is policy-based redirect functionality enabled when you create a L4-L7 service graph or deploy a service graph or when you enable PBR under the consumer EPG Layer 4 –Layer 7 parameters

Hi

In order use PBR you was enable the Route Redirect feature on your service graph template.  Once you deploy your template to the selected EPGs the feature will be able for the consumer and provided EPG.  You also want to make sure that the contract used is associated with the service graph template.
