Please i need someone explain to me what happens when an interface state is Oper state is down, admin state is up and switching state is enable. This is for my ACI environment.
i have attached a snip of my ACI GUI
How can i determine what the problem is?

The most likely explanation is that there is no logical policy using this port yet - ie, none of the following condidtions has been met:

Oh no, we have all we require configured already. Actually this was working up till the 17th of Nov, 2018. when we powered the FTDs down and back up again in preparation for our DC move to a new location.

For operStateReason: notConnect you will want to look into the physical cabling of the peer device as well as speed/negotiation policies tied to the interface in question.
As for the above response, you will want to be more concerned with EPG/Policy usage if you saw the port in an up(out-of-service) state:
leaf2# show int eth 1/3 | head
