Cisco NME-WAE-502-K9 Telnet Access

I have an NME-WAE-502-K9 residing in a  2851 router. It is detected by the router:

R2851#show inventory

But when I try to telnet into it I get:

% Connection timed out; remote host not responding

Line 66 config is:

I have read all sorts of Cisco info on setting there things up but I just can't get access into it. I can ping its external address and both internal addresses are pingable from the router's loopback. What am I doing wrong? I might add that I have tried it in a Cisco 2811 router with the same results.
