No Agent clean shutdown option

In Hyper-V, one would normally expect to be able to select Shutdown for any VM and have it execute a proper OS-level shutdown.  This works fine for the Orchestrator but not the Agent.  This could lead to OS or other data corruption if the Guest VMs are set to shutdown when the Host OS shuts down.

I'll have to doublecheck with engineering, but the Agent OS is actually an embedded OS that is designed with the expectation of being powered off abruptly.  I don't think it even has a shutdown command.  The agent has been built so that it can be embedded in a higher-end router or switch, so we have to assume that graceful shutdowns would be the exception.

The shutdown operation works on VMWare hypervisor, we are not sure what is wrong with Hyper-V, we will investigate and double check.
