I am looking for an
inexpensive solution to tie 2 phone systems together using VOIP. One end
(gateway), will connect to an analog extension off of one phone system (extension xxx),
and the other end will have the ATA that will connect to a line port in the other phone system
(Line y). What is the best products to use with a low budget?

Hi Doug,
What you are looking for is the SPA3102-PAP2T pair. The SPA3102 has an FXO port, the PAP2T has (two) FXS port(s).
They can be interconnected without any IP PBX by simply configuring them as eachother's SIP Proxy without registration.
