SPA 2102 not indicating Message Waiting Properly

When I activate message waiting indicator (Voice - User 1 - Supplementary Service Settings - Message Waiting: Yes) my indicator light flashes continually wehter there is a message or not.  Am I missing something? Is there another setting point?  This has been a problem from the start.

I would need the see the configuration of the device as well as the trace (especially the REGISTER and OK  initial message).
