SPA112 not taking Web Admin Password and Web Guest Password change

I am provisioning an SPA112 firmware version 1.4.1 for Broadsoft. I change the admin and guest password in the config file. When the SPA112 recovers I am still able to use the default login. Below are my changes. Any assistance would be greatly appreciated.

<Web_Login_Admin_Name>admin</Web_Login_Admin_Name>
<Web_Login_Admin_Password>569366</Web_Login_Admin_Password>
<Web_Login_Guest_Name>cisco</Web_Login_Guest_Name>
<Web_Login_Guest_Password>2656</Web_Login_Guest_Password>

Those commands are not root level commands. They are part of <router-configuration>...</router-configuration> block.

I would like to recommend you - save the SPA112 configuration (in XML form), make required changes then reload it back.

Thank you for your response. I added this into the config file outside of the <router-configuration>...</router-configuration>

<Admin_Passwd ua="na">563966</Admin_Passwd>
<User_Password ua="rw">2656</User_Password>
Still did not take. 
I opened in web browser using this
and the changes did not take. The ata does provision correctly except for admin password.

Both commands you mentioned doesn't exists on SPA112 at all, thus, you changed nothing and defaults apply.

Would you happen to have the correct syntax for the SPA1x2 devices?

As advised already - save the current configuration to XML file. You will know all options known to SPA112 including correct context.
