SPA8800 FXO Call Pickup Issue Rural Area 36-37ma Loop Current Off Hook

My SPA8800 picks up calls but randomly decides to disconnect the call immediately after.  This is an intermittent condition and in most cases, if you call back it will hold the call after an off-hook event.  The errors sent to my syslog are below but I would like to have a better explanation of what is going on so I can buy the proper equipment to fix the problem.  It almost appears that it is a loop current issue because it is on the high side of 36-37ma.  The local telephone company says it is within specs and I talked to dealers who install Panasonic phone systems and he had never had to put a current regulator on any lines before so maybe newer systems are meant to handle this high current. Maybe they are built in, don't know, haven't checked. I know there was a history of trunk cards burning up in their old nortel CICS system, maybe from the loop current.

Here is a list of what I am planning on doing next:

Purchase Current Loop Regulators to hold 25ma. I would like to find out what overload detected means first.

Purchase a cisco router with VIC-FXO and VIC-FXS. <-- not sure if I want to do this as the spa hardware is probably very similar

Scrap the system and go with a vendor such as Panasonic and Toshiba.

Any feedback would be appreciated.
