APIC-EM ERROR: Unable to communicate with root at localhost:14141

I can't connect to the browser interface, and when I issue 'grape service display' I get the below:

ERROR: Unable to communicate with root at localhost:14141

I've issued 'reset_grapevine' entering 'n' at the prompts, and sudo service grapevine status shows the below.

A reboot of the server itself, and reset_grapevine a few times resolved the issue.
