I managed to fix it. I had to buy a mini-pcie to usb adapter. Then I pulled Telit LM960A18 modem out of the gateway and inserted it into adapter. I plugged it in w10 laptop. Then I managed to reflash firmware. Launched TC_XFP_4.3.1 from Telit firmware update program and flashed original cisco firmware LM960A18_32.00_AT-148_GN-119_TM-158_VZ-128_Cisco_32101012.bin

Then I put the modem back into the CG418. Booted up ... and modem came online

 - @kernelz    It means there is no workaround in affected versions , you can only upgrade to Known Fixed Releases mentioned
