CSCus35889 - "EEE" on 2960X and PD device causing intermittent link flap - 5

I have an issue same as the Bug CSCus35889. Connection from non cisco WLC to random APs interrupted. But this doesn't happen simultaneously, WLC can't connect some APs while it can connect other ones.  When i compare an AP works correctly and an AP doesn't work, i don't see a difference. BB switch can ping both and both APs use 15,4 watt power. The only thing seems like a problem is i see up/down logs for the ports connected to APs but conection of one of these doesn't go interrupted.

What happens if EEE is disabled?

unfortunately "no power efficient-ethernet auto" is not active at the switch.
