I have ASA5585 two pcs that they are working as HA and i want to know is there any patch or image to fix this bug or i have to upgrade the IOS?

Hi,

Per 'Known fixed releases' (bug details): No release planned to fix this bug.  

Also, 9.3 eol not says the Cisco will not release any software maintenance after Jan 7, 2017. Try by upgrading to latest version.

I have already upgraded the sensor to 5.4.9 

But nothing happend .

do you think i have to wait for new release or replace the SFR?

Hi,

If the part is not OEM (cisco), I suggest you get OEM part. If you got OEM part, at this time you may need to wait till Cisco publish any fix. As per Bug details, Cisco closed the issue with out any resolution. In the mean time, you can also try by upgrading ASA version to 9.4 or latest release.
