CSCvg37458 - ISR4K goes into booting loop with "flash" in boot statement - 3

HI All, I have a 4451 router, we tried to upgrade to 16.9.4 and the tech entered the boot system flash command instead of boot system bootflash. It's caught in the loop described in the article above, but due to the constant resetting, we have no access to rommon to make any config changes. Does anyone know of a break sequence or, a way to force into rommon so we can issue the correct boot statement? Of note, we have two of these 4451's, one startup config listed boot sys bootflash, and the other said boot sys flash so we had no way of knowing which one was correct.

There is no way to do this remotely.
It can only be done with a Console cable.
Before you start, make sure you log the entire console output so we can see what the router is doing.
There is a very big chance "no service password-recovery" was also enabled, hence, the router is in a boot loop.
