I hit this bug when tried have IVR based campaigns on PCCE 11.6 and Cisco TAC gave me this BUG reference.
Just FYI, when You change just NetworkTargetID value router will still use old one (restart of router doesn't help ;) ). I can't say if it's OK to change in this process "ChangeStamp" and "DateTimeStamp" too but after I see that router use old value I just made any change via CCE admin on labels and all "Change" and "Date" stamps was updated and router use new value without change of "good value" of NetworkTargetID.
Hope this will help to reduce next questions to TAC about this BUG :)
