Does this behavior happen in ACI mode as well?  If yes, is there a corresponding bug ID?

CSCvg96123 only exists in NX-OS standalone software therefore you would not see this issue in ACI.

Hmm...

I seem to be seeing a similar behavior on 93180LC-EX running ACI mode 13.0(2h) with vPC after reload.

I will investigate further and log a TAC case if necessary.
