Has anyone successfully downgraded a 5520 that was affected by this bug to 8.2.170 to resolve this issue?

Raise a TAC Case and ask them what firmware is this bug fixed.
Details in Bug IDs are not to be trusted because they are hardly/rarely/seldom updated to the extent that better to get TAC to look into their internal notes for updates.

Hi,

got the same issue with a newly installed 5520 when upgrade from 8.2.166.0 to 8.3.143.0 (suggested release from Cisco), the WLC is not in production yet .. need to know where I can find "Known Fixed Releases: 8.3.143.3 ".
