We contacted cisco support and they gave us
https://akamaicdn.webex.com/client/WBXclient-39.2.1-5/mac/intel/webexapp.dmg
We uninstalled old version of Cisco Webex client then closed Outlook. After we installed new version of Webex outlook opened normally. We have tested this a few macs with success. Hope this help!
