CSCvr85748 - Unable to modify Li IPSEC template, getting error"Template is locked by userliadmin

I am getting this is same issue after upgrading to 19.2.099. My device templates are locked.

I tried rebooting the vManage, and deleting/re-creating the user that it says has the templates locked. No luck.

Is there any workaround for this? Is there a way to forcibly unlock the templates?

Just as a follow up, I worked around this by copying the device template, and attaching my devices to the copy. Then I deleted the locked template.
