CSCvt19769 - Smart Licensing Transport connectivity test returns false negative

Hi, anyone from TAC read these?!?

Can the wording of this bug be changed?  Under the symptom section, it says "However, while trying to register Prime Infrastructure to On-Prem ignoring the test failure, the registration succeeds with both HTTPS and HTTP." and in workaround it says "There are no known workarounds available at this time".  It's true but misleading if you don't read it carefully.

If you find this bug because you're trying to register PI to a satellite SSM, you just need to enter the transport URL for your satellite and hit save (under Administrator / Settings / System Settings / General / Account Settings -> Smart Licensing Transport tab) without testing, then go to Administration / Licenses and Software Updates / Smart Software Licensing and you should be able to paste your token and register your PI to your SSM.

I have come across this issue also when trying to register Prime 3.7 to SSM On-Prem v8.x server.

I also have this error when trying with PI 3.9.  It does NOT work even without clicking the Test Connectivity button.
