Shut/No shut does NOT resolve the issue in our case.
The latest Microsoft patch causes the same issue.
Has Cisco been in contact with Microsoft to determine what the problem is?

We are seeing this issue as well across multiple versions (4.5,4.6, and 4.7). We are in the process of opening an incident.
