Is this bug affected in 16.12.1 ?

Hi According to the bug report known affected version is 16.12.4. so 16.12.1 will not marked affected unless they do proper investigation.
you can try workaround or further problem description to investigate by yourself or open a TAC for in detailed cisco investigation.
