Still getting reports of "Message could not be delivered" after upgrade to 11.5.1.10000-4

We recently upgraded to 11.5.1.10000-4 and have already received a report of the  "Message could not be delivered"

Have others observed improvements after the upgrade or are you still seeing the error reported in this bug as well?

Improvements to that I cannot speak to, however, I have a customer that is reporting this issue as well. p-2-p chat shows both users Available, and will receive the Message to <User> could not be delivered.

Does anyone know of a fix, BugID, or cause?
