DNAC and WLC has reachability ? is this worked before and not working now ?
Try resync and check ?

Yes it has reachability. This issue started after we upgraded dnac

yes i have noticed myself after DNAC Upgrades many things breaks not majorly documented correctly - personal view every DNAC Upgrade is not smooth as expected - need to do lot of work.
Personally i will raise a TAC case and ask their advise, (i have removed and added and re-synched works for me when i had this issue - this is not a general practice.)
but this what it is.

same issue with CatC 2.3.7.9.70301.10 and CW9800M 17.15.3.
Has anyone found a solution or a reference?

The issue can be different based on version of WLC, Catalyst Center, or just configs on the device. The best way to understand why this is happening is by viewing the inventory logs during a resync operation with the device. That typically tells us why it failed.
