Licensing question. I have Cisco account and I have an active support contract as listed in FAQ for CLI Analyzer. But I couldn't find an answer: Should devices, I send configs for analysis of, be covered by the contract or I just must have the contract and may use CLI Analyzer with any devices? I mean exactly config analysis, not TAC cases creating.

No, there's no device contract coverage check for the File Analysis tool nor for the other tools.
That contract coverage check is used to decide whether you are able to open a case for that device.
