Hello,
Trying to setup inter region connectivity with csr's and eigrp.
I have the tunnels up and can ping internal interfaces and tunnel interfaces from region to region.
I haven't had success egressing traffic between the csr to the other region.
The setup is an one armed topology in each region.

I had a similar issue between and AWS Windows instance and my data center.
I could trace and ping across the tunnel but no other traffic was making it.
Turned out that the Security Group on the CSR interface was only allowing SSH so once I opened it up I could RDP, etc.
Just a thought.

I'm currently trying to setup up something similar.
Dual VPN Hub (Hub A Ireland AZ A - Hub B Ireland AZ B)
And DMVPN Spokes all around the world to build a Cloud Overlay. As an alternative WAN.
But currently i struggle with the NAT on both sides of the AWS clouds.
I think you have a similar problem. My configs look similar but i cannot even ping the tunnel endpoints :( because the proxy identities do not match
