Unable to get Max throughput with CSR

I am testing AWS TGW installing CSR in AWS VPC.

It works but ECMP is not working , I get max throughput as 1 GBps, even though I configured 4 tunnels with multipath on both sides.

Is it license problem? Please help I have see 5 year old video that does not work:

Disappointing  I am very close but unable solve last step.

Hi,

it depends on your testing. If you are using same source destination pair
with per-destination load balancing then the traffic will go over the same
link. Hence you can't cross the speed of the link

I tested with: 

Source1 to CSR to desitination1

Source2 to CSR to desitination2

Still I am getting limited to 1 GBPS throughput.

I have set multi path and see them, yet traffic goes only via one of the tunnels. I thought if it's license issue .. but maynot be. Please advise.
