CCO account restriction

Hi, is it possible to restrict ios download  to the specified CCO account joined to the company (or at least to notify the admin)?

For example, an employee's CCO account is a member of XY firm, has associated valid contract numbers, but does not hae a right to download ios (or any download attempt is emailed to predefined email account)?
