The navigation list on the left of the following page is a confusing mess...
with a crazy non-sorted order (prefix all with 3.1.):
9, 8, 7, 6, 5, 4, 3, 13, 3, 20, 2, 19, 18, 17, 16, 15, 14, 13, 12, 11, 10, 1.
New files appear in the middle of the list. Eh? That is not at all intuitive.
A leading zero on the final part when it's a single digit would fix this; i.e. name files like 3.1.02 with a leading zero instead of 3.1.2 so that they stand some chance of being listed in numerical order in the navigation menu.

This is the file for China.
Why does the DIALPLAN RELEASE RELATED DEFECT DESCRIPTION section list defects in the GB dial plan?
Why does the RELATED DOCUMENTATION section link to
http://en.wikipedia.org/wiki/Telephone_numbers_in_Croatia
http://www.itu.int/oth/T0202000032/en (Croatia)
Why does the PREVIOUS RELEASE INFORMATION section list previous releases for Croatia and not China?

The navigation list is a complete mess.
How about changing to...
"3.1.X-CH" - with versions 3.1.1 to 3.1.9 for CH inside.
"3.1.X-CN" - with versions 3.1.1 to 3.1.9 for CN inside.
"3.1.X-CT" - with versions 3.1.1 to 3.1.9 for CT inside.
"3.1.X-ES" - with versions 3.1.1 to 3.1.9 for ES inside.
"3.1.X-GB" - with versions 3.1.1 to 3.1.9 for GB inside.
"3.1.X-IN" - with versions 3.1.1 to 3.1.9 for IN inside.
"3.1.X-NZ" - with versions 3.1.1 to 3.1.9 for NZ inside.
"3.1.X-PT" - with versions 3.1.1 to 3.1.9 for PT inside.
"3.1.1X-CT" - with versions 3.1.10 to 3.1.19 for CT inside.
"3.1.1X-GB" - with versions 3.1.10 to 3.1.19 for GB inside.
"3.1.1X-NZ" - with versions 3.1.10 to 3.1.19 for NZ inside.
"3.1.2X-NZ" - with versions 3.1.20 to 3.1.29 for NZ inside.
...and so on.
It would at least shrink the navigation list to manageable proportions.

I would suggest also reporting this to the feedback link, with a pointer to this thread and the screenshots.
