The navigation list on the left of the following page is a confusing mess...
with a crazy non-sorted order (prefix all with 3.1.):
9, 8, 7, 6, 5, 4, 3, 13, 3, 20, 2, 19, 18, 17, 16, 15, 14, 13, 12, 11, 10, 1.
New files appear in the middle of the list. Eh? That is not at all intuitive.
A leading zero on the final part when it's a single digit would fix this; i.e. name files like 3.1.02 with a leading zero instead of 3.1.2 so that they stand some chance of being listed in numerical order in the navigation menu.

One other thing. In the navigation bar on this page, click "collapse all" then "all releases":
The software for CUCM 5.x seems to be split into two similarly named categories:
I'd guess the first one, sans space, is a typo.

Looks OK - as long as whatever files were listed in the now-deleted folder were first moved to the correct place.

Another set of 'attention to detail' failures...

I now see 26-APR-2012 for the NZ version 19 file.

Take a look at this page
Mouseover the 'cm-locale-english_united_kingdom_CP-8.6.3.10000-14.cop.sgn' details.
There's a link to a GB version 14 'readme' file and a GB version 13 'readme' file.
Only the GB version 14 'readme' link should be there.

Once you open this file you'll see it is the 'readme' file for an older version of software and is for AUSTRALIA.
