We currently don't have hseck9 licenses installed for our dmvpn deployment. We do however have Cisco DNA licensing. Does that resolve the hseck9 issue on the 85Mbps tunnel limit? If so, which license does that fall under?

HSEC is a different license. These HSEC license is a regulatory requirement to exceed that tunnel limit.
