IMM: UCS-FI-6454/UCSX-9508: Fex goes down when uplink connects

Chassis UCSX-9508 | UCSX-I-9108-25G(Intelligent Fabric Module - 4.2(2d))

When you connect uplink to Switch/ACI, Fex goes offline with following msg

%FEX-2-NOHMS_ENV_FEX_OFFLINE: FEX-1 Off-line

TAC engineer help to fix this issue. Solution was 

1. Create Production VLANs on VLAN Policy
2. Add the created VLANs on the Eth Network Group Policy
3. Re-deploy the Server profiles
