Two supervisors 720 (Act/STBY) goes to rommon after any event of switover, energy failure or resetand manually insert de boot command on rommon to boot the supervisors

The bootvar on both of the seems to be good and the confregister is 2102.

I tried to enforce the register on rommon on route processor and switch processor and the problem continues

I also tried making this changes on the boot var after I copy the image to that location :

boot system flash bootdisk:c7600rsp72043-adventerprisek9-mz.155-3.S7.bin

Does anybody have a workaroud to prevent this situation?

rommon 4 > confreg 0x2102

You must reset or power cycle for new config to take effect
rommon 5 > reset

Resetting .......

I also notice this:

[2021-02-12 17:03:30.098] Configuration register is 0x0

The configuration register shows 0x0 even when the command config-register 0x2102 and saved the configuration

Change the config-registry value to 0x2101 and reboot.

Post the entire boot-up process.  If this cannot be done, then raise a TAC Case.
