Cannot issue l2vpn evpn command in Cisco 9500-24Y

Cisco C9500-24Y4C Switch currently running IOS Bengaluru 17.6.1(r) cannot access l2vpn evpn command set as described below. I am trying to setup VXLAN and I was wondering if this is a IOS issue, package add-on issue or a license issue. 

Device(config)# l2vpn evpn

Any help would be appreciated. Thanks.

I tried this command, but it is not available in my cli. I checked the license and it shows VXLAN is unavailable on the Essentials license. Could this be a reason that the command set isnt allowed ?

SWITCH(config)# feature evpn

This command will activate the EVPN feature on the switch, allowing you to access the l2vpn evpn command set.

You need advantage licence.
