Copy startup in privilege level 1

Hello all !!!

I am trying to do copy startup config to SCP location using a tacacs account set to privilege level 1. So I included this command to the level 1 using:

privilege exec level 1 copy startup-config
privilege exec level 1 copy

But here is what the user can see:

switch>sh privilege
Current privilege level is 1
switch>copy ?
startup-config Copy from startup configuration

switch>copy start
switch>copy startup-config ?
% Unrecognized command
switch>

The switch is cisco C9300-48UXM using Version 16.10.1.

Any idea?

I believe it is related to the fact I am not able to add this command:
privilege exec level 1 copy startup-config scp:
