I am trying to teach myself the ACI since alot of jobs lately are requiring this. However when I try to download the simulator, cisco says I need a contract to download. Is there a way to download this without a contract?

if they say u need a contract to download, then u need one; I think u should go to DevNet and search sandbox - a free access to ACI; they usually have some boxes for "rent"

You can use the devnet sandbox for this if yuo do not have a contract to downloads this sim.
