I solved the issue, it was down to a corrupt bootflash.

If anyone else had this issue I followed the below procedure:

  1. Take a ‘show run’ of the ASR920 config
  2. Insert a USB stick into the Cisco ASR920 (usb0:)
  3. Copy the IOS from flash: to usb0:
  4. Format the bootflash directory: (format bootflash:)
  5. Write the config that is already on the Cisco ASR920
  6. Copy the IOS from USB to Flash: (copy usb0:asr920igp-universalk9.03.18.06.SP.156-2.SP6-ext.bin flash:)
  7. Checked show run to ensure the ‘boot system bootflash:asr920igp-universalk9.03.18.06.SP.156-2.SP6-ext.bin’ is still there
  8. Reload the device
  9. Ensure bootup and the correct IOS has loaded via ‘show version’
